Non-technical Summary

Across the United States, approximately 49 million people rely on home wells. The water in about a third of these wells is contaminated with coliform bacteria. These bacteria can come from the soil - or from fecal material from humans, livestock or other animals. Hence coliform are an indicator - but not a confirmation - of fecal contamination. Based on EPA guidelines for public water supplies, coliform contaminated well water should be considered unsafe to drink. Families then must decide whether to risk continuing to consume the water, haul safer water for consumption, or attempt to disinfect their well water and eliminate contamination sources such as a leaking septic tank. The goal of this research project is to determine the degree of correlation between coliform presence and human waste, utilizing a trio of chemical biomarkers found in human waste, so that the most appropriate and cost-effective mitigation strategies can be identified and implemented.On the rural, primarily agricultural Crow Reservation in Montana, Tribal stakeholders and academic partners, organized as the Crow Environmental Health Steering Committee (CEHSC), found that 42% of home wells are coliform contaminated. Livestock on the property and lack of a watertight well cap were each found to correlate significantly with coliform contamination. Employing community-engaged research, the CEHSC and Crow Tribal college students will assess whether human waste (not just livestock manure) is contributing to coliform contamination of home wells, by testing well water for the biomarkers caffeine, cotinine and urobilin. This team will also reduce health risks from consuming microbially-contaminated well water, by conducting and evaluating a multifaceted mitigation to educate well owners, and help them protect and disinfect their home well water. If needed, alternate safe drinking water access will be provided. Goals / Objectives
  1. Address a high priority concern of rural Crow Tribal members about their drinking water safety by conducting innovative research to: (a) Assess whether human waste is contributing to coliform contamination of home wells, and what the degree of correlation is between the presence of coliform bacteria and human waste, utilizing a trio of chemical biomarkers of human waste - caffeine, cotinine and urobilin, and (b) Reduce health risks from consuming well water contaminated by fecal waste, by working with well owners to improve their well water safety and if needed, provide safe water.
    1. Develop QAPP for home well water sampling, in consultation with MSU
    2. Adapt current home well survey and secure IRB approval for it
    3. Provide water quality training for staff and student interns, including CITI certification in human subjects training, research ethics and biosafety for interns

  2. Increase Little Big Horn College (LBHC) and Crow Tribal capacity to conduct applied, community-engaged water quality research.

Increase Crow Environmental Health Steering Committee members' and Crow Project staff skills and experience in community-engaged water quality research by conducting the above described research, mitigation and dissemination project, in collaboration with academic partners from Montana State University Bozeman (MSU)
    2. Increase 100 participating Crow families' experience with community-engaged research.
    3. Share Project results with the Crow Tribal community through community meetings and Facebook.
  3. Improve LBHC students' competency in applied natural resources research through participation in community-engaged water quality research and a new LBHC water resources course, based on the USDA CSREES' Water Quality Teaching Package for Tribal Colleges.
    1. Increase six Crow students' skills and experience in community-engaged water quality research, mitigation and dissemination by mentoring them as research interns.
    2. Provide research experience to sixteen LBHC students who will participate in a short course testing home well water for coliform, E. coli and biomarkers of human waste.
    3. Develop place-based materials on Crow water quality for LBHC course.Provide LBHC students with the opportunity to learn about water quality through a newly implemented LBHC course based on USDA CSREES' Water Quality Teaching Package for Tribal Colleges, supplemented by place-based materials.
  4. Strengthen our existing collaboration with MSU, Montana's 1862 Land Grant Institution, by expanding faculty partnerships in analytical chemistry and participatory program evaluation.

Goal 1a. Assess whether human waste is contributing to coliform contamination of home wells, and what the degree of correlation is between the presence of coliform bacteria and human waste, utilizing a trio of chemical biomarkers of human waste - caffeine, cotinine and urobilin.The Project's existing, IRB-approved well owner survey and consent form will be adapted for this project and IRB approval secured. All key participants have current CITI Human Subjects Certification, interns will obtain this certification.A Quality Assurance Project Plan (QAPP) for sample collection, transport, filtering and analysis, including a sample collection data sheet and a chain of custody form, will be developed. Eggers will train staff and students in implementing the QAPP.Martin and Doyle will recruit, interview and select two LBHC interns for the spring/summer of 2018, and the fall of 2018.Four control water samples pre-prepared by the MSU lab, with known concentrations of each of the three biomarkers in 500 mL amber glass bottles, will be driven to LBHC and immediately shipped back to MSU on ice for extraction and analysis, to determine whether degradation of analytes occurs during the storage and transportation process. Two bottles will be extracted after 24 hours, two after 48 hours, and then analyzed, to assess the integrity of the samples.Martin and Doyle will recruit 100 past participants whose wells have tested positive for coliform contamination. The targeted sample size of 100 wells, representing approximately 10% of Crow well owners. While it is not culturally acceptable to conduct entirely random sampling, homes recruited for sampling will be distributed throughout the Reservation. Participants in the Dunmore-Crow-Garryowen region will be served in April, Lodge Grass-Wyola in May, and Big Horn-Pryor in June.After review and completion of the consent form with participants,homeownerswill completea brief well water survey, including going outside to identify potential risk factors for fecal contamination and taking a GPS measurement.With supervision, the intern will remove the kitchen tap's aerator (if possible), let the water run until the temperature stabilizes, sterilize the faucet, run the water again, collect pH, temperature and conductivity measurements with an Oakton multimeter and then collect water samples following aseptic technique and procedures delineated in the QAPP. Sample collection and chain of custody forms will be used.Coliform & E. coli: With supervision, interns will collect duplicate samples in sterile 100 mL bottles, place them on ice in a cooler and later that day process them at LBHC, using IDEXX's EPA-approved Quantitray 2000 method for determining coliform and E. coli.Biomarker analyses: Interns will use a ''grab'' sampling procedure, filling two pre-cleaned 500 mL amber glass bottles with water from the kitchen tap and then placing them on ice. Samples will be shipped overnight on ice to the MSU laboratory, where they will be immediately acidified to a pH

The major changes are the new collaborations with the USGS, NIH Rocky Mountain Laboratories, two MSU microbiologists, the Plenty Doors Community Development Corporation in Crow Agency, MT and the Guardians of the Living Waters Program, as described above. We needed additional expertise and resources to accomplish our goals, and count ourselves very lucky to be working with tjhese stellar new colleagues. The other major change, of course, was the slow down in our work from 2019-2021 due to the COVID pandemic, which greatly hampered any of us (Tribal members included) being able to do substantial work in the Crow Tribal community, except on a limited one to one or virtual basis. 2022 made it possible to again work collaboratively in groups and in person.

Training & Professional Development
Learning from collaborators Doyle, Eggers and other members of the Crow Environmental Health Steering Committee (CEHSC), as well as several Crow STEM student interns, continue to learn from our environmental health and chemist collaborators with the USGS and MSU, and our microbiologist colleagues at Rocky Mountain Laboratories (NIH), Montana State University Bozeman and USGS Montana Water Science office. • Free community training on home wells and septic systems Through her network, Eggers was able to secure $20K+ of EPA funding for PDCDC to bring in experts from the national Green and Healthy Homes Initiative (GHHI) to provide training on home maintenance and repairs to ensure water access and prevent water damage, with its concomitant health risks. Additionally, Mr. Jesse Campbell, the Private Well Coordinator, Midwest Assistance Program (MAP), MO joined in with GHHI to provide several days of training in Crow in late spring 2022. At least 50 Tribal members participated in these in person trainings and/or follow-up train the trainer virtual sessions. 2023: Four 4-day free community trainings on wells and septic systems are planned with Mr. Campbell, to be provided in person in Crow over the next six months. •Ongoing well water testing, intervention and community education: Doyle continues to do outreach, home well water testing and water education with Crow Tribal members, with technical support from Eggers. An EPA certified lab analyzes for fecal, metals and nitrate contamination, and those results are provided in writing (with a description of any associated health risks) by Eggers and explained in person by Doyle. Families whose wells test unsafe for consumption are provided with a home water cooler which dispenses from refillable 5-gallon jugs. The most effective and appreciated community education takes the form of one on one conversations with Doyle, whether at work or any other time. Doyle is effectively an extension agent with a 24/7 job. •Conferences We - the entire CEHSC - had planned to attend and present at the National Tribal Environmental Health Conference in Lac du Flabeau during the summer of 2022, but the Conference was cancelled due to COVID (low registration). Instead, we will be using are plane ticket credits to attend and present at the National Water Quality Monitoring Conference in Virginia in the spring of 2023. •Co-authoring publications Working together on planning, writing and co-authoring publications has also been an important professional development experience for members of the CEHSC.

<br>What was accomplished under these goals? Goal 1a. As reported previously, our initial research did not detect any of the planned biomarkers of human wastewater in samples from 100 home wells of Crow Tribal members. 2022: We established a new partnership with the USGS, including Drs. Bradley, Smalling, Romanov (national Environmental Health Program) and Dr. Barnhart (Wyoming Montana Water Science Center), which will allow us to address our initial hypothesis and other questions. We are collaborating to do a cumulative risk assessment of drinking water exposure to ~ 38 inorganic contaminants, nearly 500 organic contaminants (e.g. many PFAS compounds) and 3 in vitro bioactivities. During summer 2022, Doyle recruited 20 well owners and 5 public water suppliers to participate in testing, and identified seven locations along the Little Big Horn River for sampling. In August 2022, Bradley, his colleagues, Doyle and Eggers completed the sampling in a week. The analyses are underway, with results coming in over this next year. We also have a new partnership with NIH's Rocky Mountain Laboratories (RML) in Hamilton, Montana and two microbiologists at MSU. Water samples collected at the same time and locations as USGS sampling were shipped to RML, where they are being analyzed for EPA's CCL5 of waterborne pathogens of greatest concern, including the brain-eating amoeba Naegleria fowleri. New results from the summer 2021 samples identified many pathogens of concern (but not N. fowleri); we await the summer 2022 results.These combined data (inorganic, organic, microbial) will allow us to address our original hypothesis, and also work for improved public wastewater treatment on the Reservation. Eggers, LaFrance et al. are working with RML to develop infographics to share these results with the Crow community. Goals 1(b) and 2 Crow Environmental Health Steering Committee (CEHSC) The CEHSC continues to be our core leadership team, prioritizing and planning the projects we take on to address community environmental health issues, primarily at the intersection of water and health. We have slowly returned to meeting monthly, virtually or in person, depending upon the level of illness and weather (snow). Mitigation with the WASH Taskforce, hosted by Plenty Doors Community Development Corporation We continue to work with the Water, Sanitation and Hygiene (WASH) Taskforce, a Tribal-wide partnership led by the Crow non-profit Plenty Doors Community Development Corporation (PDCDC). The Taskforce membership includes representatives of PDCDC, the Crow Environmental Health Steering Committee (Doyle, Eggers), the Crow Tribe and the Indian Health Service Hospital. The Taskforce meets weekly (virtually), to plan, discuss and coordinate improving access to safe drinking water, household water and wastewater treatment for Crow Tribal members. Doyle and Eggers are regular participants. As we reported last year, one major initiative during 2021 was to support rural homeowners in applying for USDA Rural Development 504 Home Improvement grants and loans to repair and improve home plumbing, wells and septic systems. The obstacles to obtaining USDA RD 504 funding were formidable, disheartening and were ultimately insurmountable. Instead, the WASH Taskforce leveraged water quality data we provided, to secure $1 million in Community Development Block Grant funding to repair water and health related issues in the homes of 45 Tribal families. They are working their way through that process now, have a completed application form and expect to begin distributing it in February 2023. Guardians of the Living Waters (GLW) and N. fowleri research with MSU, USGS MT and NIH's Rocky Mountain Laboratories (RML) We continued our collaboration with GLW, a four-week long summer environmental health literacy program for Crow middle, high school and college students led by Dr. Simonds, with program coordination at LBHC by Martin (funded by NSF).RML microbiologist Groshong came to Crow in both 2021 and 2022 to do water sampling activities with the GLW students and to tell them about N. fowleri.(See above on research collaboration.) This USDA grant covered most of Eggers' and Doyle's time involved in coordinating this research and education collaboration, through 8/31/22; all the other expenses were covered by other funding sources. Goal 3 Water Quality Education at Little Big Horn College Under this grant, a new SC272 Water Resources Management course was established at LBHC, designed to be equivalent to MSU's ENSC272 Water Resources Management course. LBHC faculty member Jonah Morsette, who holds an A.S. in natural resources/environmental science from LBHC and a B.S. in hydrogeology, continued to teach this course during the summer of 2022 at LBHC, with funding from our new USDA NIFA NBTS award. Doyle and Eggers continue to mentor Crow doctoral student, JoRee LaFrance, who is sampling and analyzing Little Big Horn River (LBHR) samples for organic contaminants, as her research at U AZ. We hired her under this grant to host the LBHR sampling with the USGS chemist in Aug 2022, with Eggers assisting (while Doyle worked with USGS hydrologist Bradley on the home well and public water supply sampling). LaFrance is now an active (virtual) member of our CEHSC. Crow MSU undergraduate students continued to intern in various ways with our water quality research, including Cleveland Leider, Xada Little Wolf, Tillie Stewart and Michaiah Pease. Support for student participation is now under our new USDA NIFA NBTS award. Collaboration with the Guardians of the Living Waters Program reaches another dozen Crow college and high school students, and about 20 middle school students each summer. Goal 4 Analytical chemistry The USGS collaboration includes analyzing for multiple PFAS compounds.Eggers and Doyle have also started collaborating with colleagues at MSU on PFAS work, but that is outside the scope of this funding.(It is being mentioned here, since it was in the 2020-2021 annual report's planned activities for 2021-2022.) Microbiology Our collaboration with RML, MSU and USGS microbiologists is described above. Goal 5 Evaluation In 2017-2019, our research did not yield any definitive answers on the source(s) of coliform contamination of home wells, so we had no new information to disseminate to the Crow community. From 2019 - 2021, we did not hold community educational meetings in Crow due to the pandemic. In addition to the obvious health risks of meeting, there was also so much grief, loss and extreme financial hardship, that educating people about poor water quality would have been inappropriate if not offensive. Rather, mitigation consisted of Doyle continuing to test individual wells and distribute water coolers and safe drinking water (+ other vital supplies to families in need) with funding from private donors. In this final fiscal year of the grant, we are finally succeeding in both our research and mitigation goals, through our collaborations with USGS, RML, MSU (research) and PDCDC (mitigation). Hence, our evaluation activities will be taking place after this grant ended. We are planning a community open house on March 30, 2023, to share and discuss research results and mitigation options with the Crow community; evaluator Dr. Simonds is creating and will conduct an evaluation for that event. With our new NIFA NBTS grant, Simonds is conducting IRB-approved surveys and focus groups with Native STEM majors to assess their educational experiences and needs, both at MSU and at LBHC in Crow Agency.Additional outcomes indicative of success will be the pending conference presentation and planned peer-reviewed publications with USGS, RML and MSU, along with the additional community well and septic trainings and the home repair services being rolled out by PDCDC. <br><br><b>Publications</b><br>

(1) All Crow Tribal members and descendants living on or near the Crow Reservation who rely on home wells. (2) Crow Tribal community members who are taking a leadership role in water security and environmental health on the Reservation, through the Crow Environmental Health Steering Committee, Plenty Doors Community Developoment Corporation, the Indian Health Service Hospital, Crow Tribal staff or other organization or network. (3) Crow students from 5th grade through graduate school, supporting their STEM educations, especially in environmental science, water, health and environmental health. (4) Montana State University faculty, post-docs, graduate students who mentor or are interested in mentoring Crow students in STEM research, as well as staff involved in supporting our Crow STEM majors at MSU. (5) State, regional and national dissemination and engagement with water, health, climate change and environmental health professionals.

Changes / Problems
The pandemic has been devastating to the Crow Tribal community, and we continue to lose people to COVID-19. According to the NY Times, since January of last year, "at least 1 in 4 people who live in Big Horn County have been infected, and at least 1 in 159 people have died." If one only considers Crow Tribal members living in Big Horn County, at least 1 in 100 people have been lost. The collective grief is pervasive and devastating. For more than a year, this limited our ability to do any home well water testing, and even now, we are cautious and respectful of people's concerns with home visiting. We requested and are very appreciative of USDA NIFA's granting us a no cost extension to August 31, 2022. With the drought this past summer, more families than at any other time we can remember have had their wells dry up - so these families are without running water, on top of the 40+% of Crow home well owners whose water is unsafe for long term consumption. We are prioritizing our 1b Goal by working on interventions to increase water security for rural Crow families. With the award of a NIFA USDA NBTS grant to MSU and LBHC, for which Christine Martin is the LBHC PI, we requested permission to change the PI on this award to Crow Water Quality Project Director, John Doyle, who had been Ms. Martin's supervisor. This request was also granted. Mr. Doyle, a Crow Tribal member, has a lifetime of experience working to improve water infrastructure and access for Crow communities, including 24 years as a County Commissioner and some 20 years as the Director of the Tribal Water and Wastewater Authority, as well as being a founding and ongoing member of the Crow Environmental Health Steering Committee.

Training & Professional Development
Cistern Use Research The completed literature review on cistern interventions and the qualitative analysis of the 20 interviews Myra Lefthand did with cistern owners will help the CEHSC determine whether cisterns are an intervention we should pursue, and lay the groundwork for a future publication. This was professional development for Martin, Eggers and Lefthand to learn more about cistern use and interventions. Guardians of the Living Waters (GLW) and N. fowleri research We continued our collaboration with GLW, an environmental health literacy program for Crow middle, high school and college students.As the CEHSC is concerned about the potential for the waterborne amoebic parasite Naegleria fowleri to live in local summer swimming holes, we partnered with microbiologists at MSU and USGS who research this pathogen. Eggers, Martin and Doyle coordinated summer water sampling with the MSU researchers, with the participation of GLW students of all ages. The river water and sediment samples are currently being analyzed by culturing and PCR at MSU.Initial results are concerning, so duplicate samples are now being run. This was both environmental literacy education for Crow middle school - college students, as well as professional development on N. fowleri ecology and sampling for Martin, Doyle and Eggers. Goal 3 Water Quality Education Eggers worked with LBHC faculty member Jonah Morsette, the LBHC Academic Dean, MSU COA and MSU Water Quality Extension agent Dr. Sigler, to establish a new SC272 Water Resources Management course at LBHC, designed to transfer to MSU as their equivalent course. Mr. Morsette is well qualified to teach this: he is an alum of LBHC who earned a B.S. in hydrogeology at MSU and has substantial experience in water quality research. Dr. Sigler updated the most relevant units from his USDA CSREES Tribal College Water Quality curriculum for Mr. Morsette's use. Eggers' and Sigler's time was covered by this USDA grant; other funding was secured for Morsette to pilot the in-person 3 credit course at LBHC during summer 2021. This was both water quality education for LBHC science students, as well as professional development for Mr. Morsette. He was able to simultaneously audit the online version of the MSU ENSC272 Water Resources Management course. The MSU faculty member shared his syllabus with Mr. Morsette. Two Crow MSU undergraduate students are interning with our water quality research: Tennison Big Day and Cleveland Leider. Both have conducted home well water sampling with John Doyle in Crow, and have been interning at MSU in the Environmental Analytical Lab (EAL) as described below. Professional development for these two students, to the extent they gained experience with John Doyle in community engaged research, beyond the sample collection for the EAL. Dissemination Streams
We disseminate within the Crow Tribal community primarily on a personal basis, through individual "visiting" between Doyle or Martin and well owners and other community members, whether that's in the course of work time and well water sampling, or after hours at the grocery store or basketball game or family gatherings, etc. We also disseminate as participating members in community networks, primarily the Crow Environmental Health Steering Committee, the WASH (water, sanitation & hygiene) Taskforce, Plenty Doors Community Development Corporation, Guardians of the Living Waters and as Little Big Horn College and Montana State University employees. Additionally, we share project results through conference presentations (less so this past year with so many cancelled conferences) and publications. Doyle and Eggers participate in a national Tribal Environmental Health network, Doyle serves on the EPA's National Environmental Justice Advisory Council, and Eggers is a co-editor of a special issue on Environmental Health disparities for the International Journal of Environmental Research and Public Health.

Next Reporting Steps
Goal 1 (a). Address a high priority concern of rural Crow Tribal members about their drinking water safety by conducting innovative research. Goal 1(b) Reduce health risks from consuming well water contaminated by fecal waste, by working with well owners to improve their well water safety and if needed, provide safe water. Objective 1: Continue to provide home well water testing, homeowner education and mitigation (home water coolers) upon request, to Crow Tribal members. Objective 2: Continue to collaborate with Plenty Doors CDC on major home repair and mitigation to improve access to safe water (including but not limited to installation of home cisterns). Meet weekly (virtually) with the Crow Tribal Water, Sanitation and Health Committee to coordinate ongoing and plan further steps to improve water/health security on the Reservation (Doyle and Eggers). PDCDC's new funding is sufficient to do major home repair/mitigation with 45 Crow families. As part of this, collaborate with the nationwide Green and Healthy Homes Initiative to bring in professional training on healthy homes assessment and with MSU's Water Quality Extension for training on well and septic system maintenance. Continue to work on reducing or overcoming barriers for low-income Crow families with no in-home access to safe water, to successfully apply for USDA RD 504 funding. Among other challenges, this will require addressing the issue of families being put on the federal do-not-pay list for irrigation bills, unlike all other Tribes. This objective would benefit from discussion and planning with Program Officer Erin Riley. Objective 3: Work with biogeochemists at MSU to analyze and prepare a community report on Crow home well water/groundwater quality (other funding), and share and explain the report results in the Crow community (Doyle and Eggers, this grant). Objective 4: Prepare manuscript/report from the cistern literature review, plus cistern interviews - possibly for publication and at least for Tribal use (Eggers and Martin, with input from all CEHSC members). This could potentially be a broader publication about home well water interventions in Tribal communities. Goal 2. Increase Little Big Horn College (LBHC) and Crow Tribal capacity to conduct applied, community-engaged water quality research. Objective 1: Work with LBHC science faculty member Jonah Morsette and his students in his Water Resource Management summer 2022 course, to engage them in our ongoing water quality research as the lab and field component of their course. This includes ongoing EPSCoR funded research on the biogeochemistry of groundwater in the Little Bighorn River watershed, and ongoing NIH funded research on Naegleria fowleri (a deadly amoeba) which has been found in water sources elsewhere in Montana. This may also include outreach to and collaboration with younger Crow students in the summer 2022 Guardians of the Living Waters camp.(Note: We had hoped to coordinate this during the summer of 2021, but just getting the course established, as well as the research projects up and running, especially given pandemic limitations, proved to be all consuming.) Objective 2: Continue meeting as the Crow Environmental Health Steering Committee, a volunteer group of Crow Tribal members, to oversee and guide our water quality research and mitigation efforts. Objective 3: Continue to mentor Crow undergraduate and graduate students at LBHC and at Montana State University in water quality and environmental health research on the Crow Reservation, in coordination with our research programs. (Doyle's and Eggers' time on this objective will be covered under this award; Martin's time under our new USDA NIFA New Beginnings for Tribal Students (NBTS) award.) Goal 3. Improve LBHC students' competency in applied natural resources research through participation in community engaged water quality research [see above] and a new LBHC water resources course, based on the USDA CSREES' Water Quality Teaching Package for Tribal Colleges. As we had anticipated the current grant would expire on 8/31/21, we successfully applied to continue offering SC272 Water Resources Management at LBHC, under the new USDA NIFA NBTS award - and will do so. The original objective to develop and include place-based, culturally relevant material in the course still stands (now under the new award). Goal 4. Strengthen our existing collaboration with MSU, Montana's 1862 Land Grant Institution, by expanding faculty partnerships in analytical chemistry and participatory program evaluation. Objective 1: Analytical chemistry: Working with MSU collaborating biogeochemists, share results on the biogeochemistry of Crow groundwater with Crow students and other Tribal members. Objective 2: Microbiology: Continue to coordinate collaboration with MSU microbiologists on N. fowleri, including sharing results with Crow students and other Tribal members. Goal 5. Evaluate project effectiveness in meeting research, educational, capacity building and mitigation goals. As above, collaborate with MSU faculty member, evaluator and Crow Tribal member Dr. Vanessa Simonds on project evaluation across the above objectives. <br><br>

<br>What was accomplished under these goals? Goals 1b and 2 Crow Environmental Health Steering Committee (CEHSC) The CEHSC continues to be our leadership team, prioritizing and planning the projects to address community environmental health issues, primarily at the intersection of water and health. We met less frequently, ~ quarterly, during the 2020-2021 fiscal year, as much of our work was slowed down by the pandemic. Now vaccinated, we have met twice in person, once virtually, and communicate frequently by phone and webex. Mitigation with the WASH Taskforce About 100 people completed the IRB-approved survey of water security issues as exacerbated by the pandemic. These data were shared with the Water, Sanitation and Hygiene (WASH) Taskforce, led by the Crow non-profit Plenty Doors Community Development Corporation (PDCDC). The Taskforce membership includes representatives of PDCDC, the CEHSC (Martin, Doyle, Three Irons, Eggers), the Crow Tribe and the IHS Hospital in Crow Agency. We meet virtually2-3 times a month, to plan, discuss and coordinate improving access to safe drinking water, household water and wastewater treatment for Crow Tribal members. Jan - May 2021: In collaboration with PDCDC and the WASH Taskforce, Ms. Martin piloted serving as a Navigator for rural homeowners in applying for USDA RD 504 Home Improvement grants and loans to repair and improve home plumbing. This included providing homeowner educational sessions with clients/community members, collaborating with USDA RD staff to help clients with the RD504 home repair applications, coordinating initial client home WASH assessments with licensed plumbers, and meeting weekly with the WASH Taskforce. She assisted 5 homeowners with the complex RD 504 application process. Two applications are still in progress, as the applicants have been frequently hospitalized. Two other applicants turned out to be ineligible. The fifth applicant, and our highest priority, was an elderly, low income woman who had no running water and was taking care of her disabled son. PDCDC paid off her irrigation fees, and got her off of the federal do-not-pay list (see below). However, after months of working on the application, RD turned it down without explanation to her. An RD staff member told PDCDC that her home was in too poor repair for a grant. Hence, we were unable to get her running water, and she subsequently passed away before receiving any help. We learned that homeowners need a lot of help, support and financial assistance to understand and navigate the involved USDA RD 504 application process. They need to gather and provide extensive documentation on their sources of income and expenses. Next, they have to be able to find and pay someone to come prepare a detailed assessment and estimate of the cost of repairs/necessary improvements. PDCDC was able to find and pay for a licensed plumber to complete these assessments - a challenge here. Third, we found that homeowners owed money to the federal government for irrigation fees that the lessees of their allotment lands had not paid or that the Bureau of Indian Affairs (BIA) was requiring them to pay. As a result homeowners are somehow being put on the federal do-not-pay list, making them ineligible for 504 funding. We learned that this is not happening to members of other Tribes. The PDCDC was unable to meet with the Tribal Chairman to seek resolution of this issue with the BIA, and does not have the authority to work directly with the BIA on this policy. PDCDC is continuing this initiative and will be supporting a part-time navigator with other funding, although the obstacles to obtaining USDA RD405 funding are formidable. PDCDC/the WASH Taskforce (including Doyle and Eggers) continues to meet nearly weekly, and PDCDC has recently been successful in securing other funding to repair water and health related issues in the homes of 45 Tribal families. Doyle has been focusing his efforts here and on the intervention work described below, finding that this work meets a greater need than conducting interviews as previously planned. Almost every Tribal member has lost loved ones to the pandemic, so it may be inappropriate - given the community-wide grief - to continue with conducting interviews. Ongoing well water testing and intervention With vaccines, it became possible for Doyle to resume home visiting and hence well water testing and outreach this summer. Our testing screens for fecal, metals and nitrate contamination, and those results are provided and explained to the participating families. Families whose wells test unsafe for consumption are provided with a home water cooler which dispenses drinking water from refillable five gallon jugs. Target audiences: All Crow Tribal members who rely on home wells or who have no running water in their homes. This outreach was conducted (1) by the short survey handed out during distribution of donated food and cleaning supplies to Crow families impacted by the pandemic; (2) by word of mouth by John Doyle, Christine Martin, Emery Three Irons and Charlene Johnson; (3) via our project Facebook page. Crow Tribal youth (K-5th graders) and their families attending Crow Elementary School, with a subset of those students and families participating in the virtual summer water quality camp. Two Crow graduate students who collaborate with us on their doctoral research: JoRee LaFrance, studying environmental science with an emphasis on water resources at University of Arizona, and Raelene Schott, a Doctorate of Nursing Practice student at MSU Bozeman who did her doctoral reseach addressing provider professional development on environmental health risks from contaminated home well water on the Crow Reservation.

Changes / Problems
The major changes has been the inability to work together directly due to the COVID-19 pandemic. We cannot visit with Crow Tribal members in their homes nor collect home well water samples; we cannot meet in person as the CEHSC. Doyle and other Crow team members have been continuing to stay connected to the Crow Reservation community through volunteering time to participate in the distribution of donated food, water and cleaning supplies to families throughout the Reservation, and by conducting short surveys on families' needs for these supplies. Martin with Simonds and others was able to successflly conduct an at distance summer water quality camp with Crow 5th graders and their families by a combination of delivering kits to families for hands on activities and virtual meetings. Staff and the CEHSC utilize webex to meet regularly. The granting of a one year no-cost extension for this new fiscal year will allow us to complete the original objectives of this award.

Training & Professional Development
Plans to attend and present research results at the biannual national Tribal Environmental Health Summit in early summer 2020, as well as at the Montana Environmental Health Association annual conference in September 2020 were dashed when the conferences were both cancelled due to the pandemic. Professional development has been limited to participation in manuscript development and writing (for Martin, Doyle and other Crow Tribal membes on the Crow Environmental Health Steering Committee), and listening to numerous relevant webinars broadcast during the pandemic.

Dissemination Streams
Martin, Doyle and other Crow Environmental Health Steering Committee members do ongoing dissemination in the course of their daily lives interacting with other Tribal members, through our Facebook page and through the Crow school programs mentioned above. Doyle is a member of EPA's National Environmental Justice Advisory Council (NEJAC) and hence shares our research results in that national forum. Doyle also presented virtually to many members of the US Congress by invitation to participate in a virtual hearing about current challenges in Indian Country. Doyle, Eggers and Three Irons also contribute to the work of the Crow non-profit Community Development Corporation, Plenty Doors, to work on mitigating water insecurity issues on the Reservation.

Objective 2: Continue meeting as the Crow Environmental Health Steering Committee, a volunteer group of Crow Tribal members who oversee and guide our water quality research and mitigation efforts. Objective 3: Continue to mentor Crow undergraduate and graduate students at other institutions (Montana State University, University of Arizona) in water quality and environmental health research on the Crow Reservation, in coordination with our research program. <br>What was accomplished under these goals? Goals 1b and 2 In absence of a definitive answer on our first research question, our team turned to working on Goal 1b and Goal 2 above, including community education around water quality and health, as well as investigating potential solutions for rural homeowners whose well water is unsafe for consumption, due to the presence of higher levels of coliform bacteria (indicating risk of fecal contamination) and/or contamination from metals and/or nitrate. The COVID-19 pandemic has limited our ability to do any person-to-person work in the Crow Reservation community since early spring 2020. The infection and mortality rates in the community have been and continue to be among the highest in the nation, with about 50 COVID-19 related deaths out of a local Tribal population of 7000-8000 people, to date. 9/2019 - 1/2020 During the Fall of 2019, Director Christine Martin coordinated biweekly planning meetings with Bighorn River Alliance to coordinate planning for the spring classes for the Guardians of the Living Water science program titled Guardians in the Classroom. Bi-weekly meetings were held to write up the curriculum on teaching the Crow Agency Public School 5thgrade class about the Little Bighorn watershed and the basics of what E. coli is and how to test for it. This was supposed to run consecutively with our 2020 summer camp. We met a total of 10 times before we met with the students and had a total of 5 teaching curriculums. We did two site visits for the proposed student field trip to test the measures beforehand.Due to the restrictions imposed by COVID-19, we were unable to finish our in person learning and classroom field trip. This curriculum was incorporated into the virtual summer 2020 camp instead (see below). 2/20-4/20 We had to readjust what we could accomplish, due to the pandemic in our communities. Home visiting to work directly with well owners became infeasible. The Crow Environmental Health Steering Committee (CEHSC) decided to investigate the feasibility of cisterns for rural Crow homeowners with contaminated wells. Once a cistern is installed, we thought it might be cheaper and easier to maintain than the multiple water treatment devices needed for our local contaminated well water (water softener, iron removal unit, reverse osmosis unit). Martin began investigating this by conducting a literature review on cistern use. Research on cistern maintenance, installation and health related exposures were the main focus of the literature review. Interviews were previously conducted by CEHSC member Myra Lefthand, with homeowners who own and use cisterns on the Crow Reservation. Martin organized and analyzed the cistern interviews. These interviews will be combined with the literature review to get a better understanding of how to assist rural homeowners who would benefit from using a cistern for their domestic water uses. Additionally, Martin and Eggers worked on the article entitled: Our relationship to water and experience of water insecurity among Apsáalooke (Crow Indian) people, Montana. During the months when COVID-19 was first present and we were limited in working with community members, Martin coordinated the qualitative analysis of well owners' interviews, and worked with Eggers and Simonds on drafting the manuscript for publication. This consisted of coordinating meetings with the CEHSC and meeting weekly with Eggers and Simonds on developing the manuscript for publication. Eggers conducted the literature review and drafted the introduction and bibliography. Martin and Simonds drafted the methods, results and discussion sections. All three reviewed and discussed the entire manuscript, and other Steering Committee members reviewed and gave input on drafts. The manuscript has been accepted for publication. 4/20-8/20 Guardians of Living Water summer camp online: Martin, Simonds and students created an online tool that reaches community members and teaches an activity to learn about fecal contamination of water sources, including the Western science method of testing a water source forE. coli& coliform (bacteria) contamination. Additionally, students learned about Crow Reservation water sources including the watersheds, rivers, creeks and springs. Martin created several river tours of the Little Big Horn and Big Horn Rivers. We sent E. coli testing kits home to families to do a test on a water source around their home. We also had activities related to learning about E. coli and ways to keep their water sources safe for drinking. The camp dates were June 22- August 23, 2020. Doyle, Eggers and others worked on conducting a brief survey of Crow Tribal members to assess the impacts of the pandemic on availability of clean water for drinking, cooking, bathing and keeping homes clean, along with access to cleaning supplies and adequate food. The survey also asked if respondent would be interested in conducting a more in depth, recorded interview (via webex) about their pandemic experiences and water access needs. About 100 people completed the survey, and half of those expressed interest in doing a recorded interview. NOTE: Institutional Review Board (IRB) approval for both the surveys and the interviews was first obtained from the Montana State University Bozeman IRB, after consulting with Little Big Horn College President Dr. David Yarlott and Dr. Gerlinda Morrison on the LBHC faculty, who handles IRB matters for LBHC (but is not in a position to review IRB applications). Doyle and Eggers mentored a Crow doctoral student, JoRee LaFrance, in sampling of the Little Big Horn River for basic water quality parameters, and organic and inorganic contaminants, as part of her doctoral research at University of Arizona. We continue to collaborate with her, as these data are directly relevant to our water quality research and as she is a Crow Tribal member. As Ms. LaFrance has other funding supporting her time, her salary was not paid out of our USDA grant and hence could not be reported in the USDA NIFA REEport System. <br><br><b>Publications</b><br>

Target Audience
The 100 participating Crow Tribal families with home wells were our primary focus, to ensure we got their test results back to them both in writing and in person. Martin, Doyle and Eggers met (and still meet) regularly with the Crow Environmental Health Steering Committee, the group of Tribal stakeholders and academic partners who guide this project. Further, both Martin and Doyle live in the community, and are resources for community members practically 24/7 on water quality and safe drinking water issues, whether they are at the grocery store, a high school basketball game or some other community event. 5th, 6th grade and high school students participated in educational outreach programs on water quality, which Martin and Doyle contributed to, with other funding.

Changes / Problems
At the time of this writing (into the 2019-2020 fiscal year), the major problem is that nearly all community-engaged work has become impossible due to COVID-19 restrictions, hence many of our objectives are temporarily on hold. Staff are still working from home and meeting virtually with one another and with the Crow Environmental Health Steering Committee. Hence, we have submitted a request for a one year no cost extension.

Training & Professional Development
The project has provided substantial training and experience for the Principal Investigator, Christine Martin, as this is her first experience serving as a P.I. She is being mentored in this role both by John Doyle at LBHC (an experienced P.I., administrator, community researcher and Tribal Elder) and by Dr. Margaret Eggers at MSU (also an experience P.I. and community-engaged researcher). Martin also gained substantial additional experience in working with families throughout the Crow Reservation, under Doyle's mentorship. Martin additionally stepped up to the role of Project Coordinator for the Guardians of the Living Waters Project (with other funding), where she had the opportunity to pass on what she has been learning about water quality to 5th and 6th graders at the Crow Elementary School on the Reservation. Martin, Doyle and Eggers learned more about testing for biomarkers of human wastewater and about collaborating with an organic chemist. Several students at Montana State University gained significant experience in analytical chemistry by interning with Dr. Balasubramanian in the Mass Spectrometry Laboratory, processing these well water samples. At least two of them presented their research at local and statewide conferences. Martin and Doyle contributed to environmental health literacy education on water quality for Crow elementary and high school students.

Dissemination Streams
Initial results were shared both in writing and in person with every participating family. Families whose wells tested coliform positive were provided with a home water cooler if they didn't already have one, which cost-effectively dispenses safe drinking water from refillable five gallon jugs. (Shock chlorination of wells is not a long-lasting solution for families whose wells have high coliform levels, according to the literature.) Additionally, Martin (with other funding) became the part-time Project Coordinator for Guardians of the Living Waters, an environmental health literacy program with Crow 5th and 6th graders. Hence, she was able to disseminate what she has been learning to elementary school students. A manuscript was prepared and submitted to a peer-reviewed journal and a book chapter was written and submitted on community-engaged research by graduate students. Martin, Eggers, Doyle and other Crow Environmental Health Steering Committee members contributed to each of these publications. Eggers participated in planning the 2020 Tribal Environmental Health Summit to be held in June 2020 (since cancelled due to COVID).

Next Reporting Steps
Goals I, II & IV Dr. Balasubramanian's research to date in the 2019-2020 fiscal year has made important progress on organic biomarkers of fecal contamination. We have identified next steps in our research to determine whether wells contaminated with coliform but not with E. coli bacteria are a health risk to the well owners, and would be happy to discuss this strategy with the Project Officer. This research is currently on hold until social distancing restrictions due to COVID-19 are sufficiently relaxed to allow for resuming work with families throughout the Crow Reservation, including collection of home well water samples. Christine Martin is typing up the notes from the interviews with cistern owners, and is working on qualitative analysis of those interviews. One of the barriers to cistern use is the cost of paying for commercially hauled water to fill the tanks. We have initiated working with MSU's Engineers Without Borders (EWB) faculty advisor and student members to explore design and installation of roof rainwater collection systems that will be connected to home cisterns. During the 2019-2020 school year we will identify two or three cistern interviewees who are interested in pilot testing such rainwater collection systems, and EWB will volunteer to develop plans for constructing collection and water filtration systems for these homes. We have identified a potential supplemental funding source for the supplies and travel costs for this work and intend to apply. Additionally, we are talking with an MSU graduate student in Native American Studies, who worked for years in the plumbing business and has just expressed interest in volunteering with our project. We hope that he might develop or locate a manual on cistern maintenance, and provide workshops on this subject in the Crow community once COVID-19 restrictions are lifted. John Doyle and Mari Eggers are planning a virtual outreach to Crow Tribal members, interviewing people via Webex on their current situation and needs, including how COVID restrictions are impacting their water availability, to determine what we can do to support them. Eggers is working on the technology and the IRB approval process; Doyle will do the outreach and conduct the virtual interviews. We are working on three water-related publications. The first manuscript, led by Christine Martin as first author, has been accepted and will be published in a peer reviewed water-related journal in April 2020. Co-authors include Eggers, Doyle and other members of our Crow Environmental Health Steering Committee (CEHSC) team, as well as a Crow graduate student. The second manuscript is a book chapter on community-engaged research with Tribes, currently in press. The third water-related manuscript is in the process of being written by our team. At a minimum, we will post one page "white papers" explaining our project results to date on our Crow Water Quality Facebook page. Community meetings are unlikely to be possible in the near future due to COVID-19. We are continuing to collaborate with Guardians of the Living Waters on planning a week-long summer camp about the science of and Crow cultural traditions regarding water, but again, implementation remains to be determined by the status of COVID-19 in Montana. Goal III We are planning to offer a 200 level water quality course through Little Big Horn College (LBHC) during the summer of 2020. Crow Tribal member and MSU hydrogeology graduate Jonah Morsette, an experienced math and science faculty member at LBHC, will teach the course. This will entail finding a source of funding (~ $10,000) for LBHC to upgrade its software to allow courses to be taught at distance. We hope that students in this course can intern with our project for their lab and field experience, but that will be dictated by the status of COVID-19 social distancing measures. Goal V We will plan an evaluation process once the COVID-19 related restrictions are lifted and we can once more work directly with community members. With the postponement of several objectives and uncertainties in what we will be able to accomplish in the next few months due to COVID-19, we have formally requested a one year no-cost extension to our grant. <br><br>

<br>What was accomplished under these goals? Goal I, Objectives #1-7 have been accomplished to date. All the survey and sampling work, as well as the coliform and E. coli testing, were completed in prior fiscal years. During the 2018-2019 fiscal year, analyses at the Mass Spectrometry Laboratory at MSU, led by organic chemist Dr. Balasubramanian, found that none of the three proposed biomarkers were effective. Neither cotinine (a derivative of nicotine) nor urobilin were detected in any of the 100 home well water samples. Only four wells tested positive for caffeine. Dr. Balasubramanian set out to research which other organic chemicals are known biomarkers of human wastewater, and could be detected in the mass spectrometry results. He looked into artificial sweeteners but did not find those suitable. This meant that by August 2019, we had no additional information for well owners about whether or not coliform contamination without E. coli detection represents a risk of fecal contamination. Martin and Doyle at LBHC sent each well owner their printed coliform and E. coli testing results, and additionally visited with each family to discuss these results. As of August 2019, Dr. Balasubramanian was still working on identifying alternate biomarkers which could be detected in his mass spectrometry results. (Note: He has made substantial progress on this issue during the current fiscal year, 2019-2020.) Objective #8, Mitigation. The Crow Environmental Health Steering Committee (CEHSC) decided to look into the feasibility of fundraising for and installing cisterns for families with unsafe home well water. CEHSC founding member Myra Lefthand, a bilingual Tribal Elder with a Master's Degree in Social Work (including qualitative research training and experience), took on the task of identifying, recruiting and interviewing Tribal members with cisterns. This project was reviewed and approved by MSU's IRB (in absence of a functioning Crow IRB). Myra interviewed 30 people, took extensive notes and submitted them to Christine Martin for typing and analysis. These interviews overwhelmingly documented the need for hands-on workshops for cistern owners to learn how to maintain their cisterns. We also learned that many of the cisterns were not properly installed and hence are in need of fixing. Goal II, objectives #1 & 2 have been accomplished, and #3, dissemination to participating families has been accomplished. (See below under Dissemination.) Goal III, offering a water quality course at Little Big Horn College, is planned for Summer 2020; see below under future plans. Goal IV, Objective 1, analysis of samples has been accomplished, as well as some staff and intern training. Additionally, Christine has attended and presented at a meeeting of Tribal community health workers who support Tribal members with chronic health conditions, to explain and discuss home well water contamination issues and our well water testing service. Additionally, Martin, Doyle and Eggers meet regularly with the Crow Environmental Health Steering Committee, the group of Tribal stakeholders and academic partners who guide this project. Further, both Martin and Doyle live in the community, and are resources for community members practically 24/7 on water quality and safe drinking water issues, whether they are at the grocery store, a high school basketball game or some other community event.

Changes / Problems
We would have preferred to have student interns during the summer of 2018, which didn't work out, so will be providing students with a research internship experience through a lab component of the water quality course to be taught at LBHC. As noted above, the major challenge has been the loss of our collaborating plumber, who moved out of state. We are re-designing our plumbing education intervention to try out a short course format, which would only require the availability of a plumber for a shorter time period. We have learned that neither cotinine nor urobilin is a good marker of human wastewater in home well water, and so are investigating other organic compounds as potential biomarkers (as listed above). This will require amending our IRB and obtaining additional homeowner consent, but will not require collection of any new water samples.

Training & Professional Development
Martin has gained training and experience in leading a community engaged research project as the PI, has gained substantial additional experience in working with Tribal members on their home well water quality, and also increased her knowledge of water quality through completing the three credit on-line MSU course on this topic. 100 Crow families have participated in community-engaged research and are learning more about their home well water quality and well protection and maintenance practices. Martin, Doyle and Eggers are learning how to collect and handle water samples for organics analysis, and about collaborating with an organic chemist. One undergraduate at MSU has had the opportunity to learn how to analyze water samples for organic compounds, using the Mass Spectrometer (partially funded by our USDA grant, but primarily with other funding). Martin and Eggers are learning more about working with a professional evaluator to write evaluation questions and prepare an evaluation that community members will willingly answer. Crow Steering Committee members are learning about these new well water testing methods and what they can and cannot tell us about home well water quality.

Dissemination Streams
As described above, Martin and Doyle are revisiting families (50 of 100 to date) to discuss their results with them. As soon as MSU provides a final written report, these families will also receive a written report from our project. Additional dissemination has been conducted and is ongoing with the Crow Environmental Health Steering Committee members and with the local Messengers for Health network of community health mentors. (See future plans.)

Next Reporting Steps
Martin and Doyle will continue to follow up with participating families.One new point of discussion is whether they would like to have their well test results analyzed for the presence of other biomarkers of human wastewater, namely, N-acetyl-paraaminophenol (Tylenol), optical brighteners and artificial sweeteners.Other newly developed biomarkers of human wastewater are also being explored. This will likely require amending our consent form, receiving MSU IRB approval and asking participating families whether they would like their well water samples analyzed further (Martin, Eggers and Balasubramanian). Work with the LBHC Academic Dean to determine whether the new water quality course should be offered during spring semester 2019 or summer semester 2019; plan for implementation of the course and accompanying student lab/internship in water quality research; recruit students, teach the course and mentor students in conducting local water quality research on wastewater contamination of home well water.The lab component will include a day trip to tour and participate in demonstrations at MSU's Mass Spectrometry Facility (Martin, Eggers, Balasubramanian, Doyle with LBHC water quality students). Complete the analysis of well water data, write up results, disseminate project results locally and regionally (Martin, Eggers, Balasubramanian and Doyle).Local dissemination will occur at a minimum to participating families, to the community through an open house at Little Big Horn College, on our Facebook page and with the Crow Environmental Health Steering Committee. Compile and analyze evaluation data, and use the data in planning future intervention work to help ensure well owner access to safe drinking water. Determine whether project results warrant writing a publication and/or national dissemination via a conference, and if so, disseminate accordingly. <br><br>

Disseminate results locally Commentary: Martin, Doyle and Eggers were able to set up everything to initiate and complete the initial round of recruiting 100 families to participate, visit their homes, collect well water samples, test them for coliform and E. coli (Most Probable Number/100 mL) and get the samples delivered in a timely manner to Montana State University's Mass Spectrometry Lab for analysis. MSU only found four wells out of 100 that tested positive for caffeine, and did not detect urobilin, xanthine nor cotinine in any of the 100 well water samples. The latter three compounds are apparently not reliable indicators of human wastewater contamination of well water. Further, the four wells which tested positive for caffeine were not reliably correlated with higher E. coli concentrations. Data analysis has not yet been completed. Martin and Doyle are returning to each participating family to share results, explain well water contamination and related health risks and conduct a brief survey. Ten families whose wells tested positive for coliform (and in some cases also E. coli), who had not previously received a home water cooler, received a free cooler for dispensing safe water from five gallon jugs. Follow up testing of coliform positive wells is planned with student interns as the lab for the planned LBHC water quality course. Analysis for other potential biomarkers of human waste is also being discussed. (See also future plans section.) Goal 2. (See above) Objectives accomplished 1. Increase Crow Environmental Health Steering Committee members' and Crow Project staff skills and experience in community-engaged water quality research by conducting the above described research, mitigation and dissemination project, in collaboration with academic partners from Montana State University Bozeman (MSU). 2. Increase 100 participating Crow families' experience with community-engaged research. 3. Share Project results with the Crow Tribal community through community meetings. Commentary: These objectives were largely accomplished and in fact, exceeded. PI Christine Martin completed a semester long MSU on-line water quality course for teachers, during January - April 2018. The book used was Field Manual for Water Quality Monitoring by Mitchell & Stapp, 2008 edition. Martin reports: In this course we went over learning (a) why it important to monitor the water in your surrounding area and get others interested as well, (b) what is a water shed, (c) how to set up a water monitoring study, (d) how to conduct water quality monitoring, (e) what the nine basic water quality perimeters are, (f) sampling macroinvertebrate communities and last, (g) understanding your data and taking action. Taking this course help me get a better understanding of how to address water quality issues in my area. This course also helped me talk to community members and help them understand their well water and surface water quality. Project results have been shared with the Crow Environmental Health Steering Committee, as well as with members of the local non-profit, Messengers for Health - a network of Crow community health mentors from around the Reservation. Martin presented on water quality, the importance of getting your well water tested and the influences livestock have on surface water and well water contamination. There were a lot of questions from the mentors and interest in our project's home well water testing. Messengers for Health has offered to disseminate information about our project and the well testing service through their next monthly newsletter. (See future plans.) Martin and Doyle have learned that interaction with community gets easier with time, establishing trust and a place for the community to turn to find answers is important in building that relationship between the community and the project team. There hasn't been a place for our community to find answers nor people available to answer questions about their water quality issues. The Indian Health Service is very limited on what they can provide and their staff has limited availability. Goal 3. (See above.) Objectives accomplished The main objective accomplished under this goal was that Martin completed MSU's on-line version of this course and is gaining experience explaining the water quality concepts through ongoing follow up meetings with Crow project participants. A copy of Adam Sigler's water quality curriculum for Tribal Colleges (complete with prepared powerpoints for all the lectures and instructor resources) has been obtained and the comparable MSU syllabus has been requested. Martin has been discussing with the LBHC Academic Dean what it will require to offer this water quality course at LBHC. The lab component of this course will provide students with the planned water quality research internship experience. (See future plans.) Goal 4. (See above.) Objectives accomplished 1. Collaborate with analytical chemists Drs. Klassen and Bothner at MSU to analyze well water samples for biomarkers of human waste, and provide staff, intern and LBHC student training. 2. Collaborate with MSU faculty member, evaluator and Crow Tribal member Dr. Vanessa Simonds on project evaluation. Both these objectives have been accomplished. Dr. Ganesh Balasubramanian, Director of the Mass Spectrometry Facility, replaced Dr. Klassen when she resigned her MSU position. Dr. Balasubramanian has travelled to Crow to meet staff and Steering Committee members and to be given a tour of the Reservation. LBHC students in the water quality course will have the opportunity to tour and learn about MSU's Mass Spec lab from him. He is currently finalizing his report on the caffeine, urobilin and cotinine biomarkers. Additional analyses of the Mass Spec results are being discussed. See also Goal #5 below. Goal 5. (See above.) Objective accomplished. 1. Collaborate with Dr. Vanessa Simonds on project evaluation, as above. Martin and Doyle quickly learned from program participants that the evaluation form as planned was far longer and more time consuming than anyone wanted to complete, hence Martin and Eggers worked with Dr. Simonds to create a shorter evaluation form. Martin and Doyle have conducted follow up visits with about 50 of the homeowners to date, which has included completing the shortened evaluation form. Through these follow up visits and evaluation process, we are learning more about the challenges home owners face in obtaining clean, safe water and are learning to better help them understand their water contamination. For example, homeowners want to know more about how fertilizer from crop fields influences their well water, whether holding pens for cattle near home sites influences their well water, what kind of water filtration system is needed to clean contaminated water, etc. We are also talking with elders whose first language is Crow and helping them understand their water quality issues. A major outcome to date of the evaluation process is that participants have overwhelmingly expressed interest in learning basic home plumbing skills through a hands on short course. We are looking for ways to be able to offer this. The one licensed plumber willing to work on the Reservation - whom we were collaborating with - has moved out of state, so we are looking for other expertise to be able to provide this training. <br><br><b>Publications</b><br>
